Background – LIFT Program

The Learning and Inclusion for Transformation (LIFT) program is a Ministry of Education initiative, funded by the UK Government through FCDO. It focuses on improving foundational learning in English and Mathematics, as well as supporting adolescents aged 12–17 through functional literacy, life skills, and vocational training.

ADEPE is implementing the LIFT program in Gakenke and Rusizi Districts, with activities that include identifying out-of-school youth, mobilizing families, and strengthening school systems for inclusion.

Scope of Supply

  • Item: Samsung Galaxy Tab A9+

  • Quantity: 43 units

  • Accessories: Cover and Screen Protector included

  • Delivery Timeline: Within 3 working days of receiving purchase order

  • Warranty: Supplier must ensure items are new, branded, and serviced/replaced if defective

Bidder Eligibility

  • Must be legally registered in Rwanda with valid certificates (RRA Tax, RSSB, RDB, VAT, and good standing).

  • Must not be under suspension or subject to UN/UK sanctions.

  • Must demonstrate previous experience supplying Samsung Galaxy Tab A9+ (with performance letters).

Submission Requirements

Bidders must provide:

  • Company profile and contact details

  • Letter of submission addressed to ADEPE’s Executive Director

  • Proof of conformity with tender requirements

  • Detailed specifications of Samsung Galaxy Tab A9+

  • Financial proposal (in Rwandan Francs, inclusive of VAT, packaging, and transport)

  • Valid compliance certificates (RRA, RSSB, RDB, VAT, good standing)

  • Evidence of past performance (at least 3 performance letters)

Bid Evaluation & Payment

  • Incomplete bids will be disqualified.

  • No advance payment will be made.

  • Full payment upon delivery with EBM invoice, purchase order, and delivery note.
